Darrel Kelly has worked in the field of Power Engineering for over 55 years. Mr. Kelly has 17 years of experience in the management in power operations for the pulp and paper industry primarily in the western U.S. In addition, he has 32 years of experience in operations and management of wood fired biomass power facilities, also in the western U.S. In his capacity as a consultant with TSS, Mr. Kelly has worked on a variety of assignments with regard to biomass power project development and operations, including permit acquisition, E.P.A air, water and waste compliance issues, and biomass fuel supply and logistics.
Mr. Kelly’s experience in the field began with four years in the U.S. Navy. After graduation from Machinist Mate School at USNTC Great Lakes, Illinois, he served aboard the Aircraft Carrier; USS Coral Sea, CVA-43. Darrel became qualified to operate all steam propulsion and power generating equipment in the Engineering Department, and was placed in charge of one set of the ship’s Turbine-Generators and crew for the last 1-1/2 years of his enlistment.
Darrel then worked in the Pulp and Paper Industry for 17 years. During which time he ascended from the position of Control Room Operator to the position of Pulp Mill Supervisor. He gained experience operating high pressure boilers fired with various fuels such as fuel oil, natural gas, black liquor and hogged fuel. He served as the Chair of the Negotiating and Standing Committee for IBEW Local 280 and participated in three contract negotiations on behalf of the local Union. In addition to the practical experience gained in the operation and maintenance of various Power Plant equipment, these positions of responsibility provided valuable experience in all aspects of management practices, business/labor relations, and industry safety regulations.
After leaving the Pulp and Paper Industry, he accumulated 26 years of experience in the management of biomass-fired Power Plants. He has worked in the positions of Power Plant Superintendent and Power Plant Manager for forest products companies in central and eastern Oregon, including Gilchrist Timber Company, D.R. Johnson and Warm Springs Forest Products Industries. Darrel served as an Apprentice Instructor for the Oregon Bureau of Labor and Industries for 12 years, concurrently with his position of Power Plant Manager.
Since retiring from the Energy Manager’s position with Warm Springs Forest Products Industries in January of 2007, he has worked on various assignments for TSS Consultants as an Independent Contractor. Darrel has been assigned projects related to biomass-fired Power Plants; such as, assisting with project development, permit acquisition, EPA air, water and waste compliance issues and biomass fuel procurement.
